Syllabus

Know and understand the institutions underlying administrative law
Use concepts learned with specific language and language properties
Interpret the legal institutions and know how to apply them in their own area of competence
Knowing how to communicate to anyone, in an understandable and easy way, the legal institutions used in the context of one's business
Learn the basic mechanisms of administrative law in order to understand regulatory developments

The course is aimed at giving the student in-depth knowledge of the principles that govern administrative law. After a general but detailed analysis of Law 241/1990, the course will focus on practical hypotheses for the application of administrative law in the social worker profession.
Particular emphasis will be given to the forms of protection of citizens' rights in the face of the infringement of a legitimate interest or a subjective right, in various social areas (privacy, immigration, public competitions, protection of parenthood and minors).
Students are also required to prepare themselves on the rules underlying the course and, in particular:
- L. 241/1990 and subsequent amendments and additions;
- D.LGS. 165/2001 and subsequent amendments and additions (Consolidated Law on Public Employment, Articles 1 - 58);
- Anti-corruption and transparency in the Public Administration, Law 190/2012 and D.LGS. 33/2013;
- D.LGS. 196/2003 and subsequent amendments and additions also in light of EU Reg. 679/2016 (articles 1 - 27 T.U. Privacy)
- D.LGS. 286/1998 and subsequent amendments and additions (T.U.immigration, art.1 - 20);
- Code of ethics of the Social Worker with reference to professional secrecy, art. 200 c.p.c.,

The course will be carried out through lectures.
As part of the course itself, specific legislative and jurisprudential documents and materials will be indicated and, when possible, provided to attending students.

The classes are held in person and are recorded. The recordings are available on the University platform MS Teams for three months, starting from the end of each individual lesson.
Recordings may be interrupted if the attendance to the lessons consistently and persistently decreases. In the event of a consistent and persistent decline in attendance, the recordings may be discontinued. Any such interruptions will be communicated through the teaching 'team' and notifications on the Department and course websites.
Students with special needs (including those with disabilities, workers, athletes, adults, parents, and detainees) who are permanently or temporarily unable to attend classes in person due to particular circumstances, will be allowed to participate remotely upon request to the teacher. The request, for which the student takes full responsibility, should be sent via email to the teacher well before the beginning of classes.

The exam is in oral form. The questions will focus on the main conceptual aspects of the topics covered during the course.
The score of the exam is attributed by means of a mark expressed in thirtieths calculated on the basis of the arithmetic average of the questions formulated during the exam (usually three) adequately weighted by the ability demonstrated by the candidate to be able to evaluate the various administrative law institutes with autonomy of judgment applied to one's daily work.
The exam is passed with a score of 18/30. The student must demonstrate that they have acquired sufficient knowledge of the principles governing administrative law and the repercussions in the profession of social worker and fully answer at least two out of three questions.
To achieve the maximum score (30/30 cum laude), the student must instead answer the questions formulated in a complete and precise way, demonstrating that they know how to connect the institutions of administrative law with each other and with other disciplines of the training course.
